Abstract

The author takes the reader on a swift and sweeping ride through different aspects of defence. What is the core of defence in general ? And what is defence today for the most prominent of all defensive alliances, for NATO, which is in the midst of a reflection process on what its role in the future should be ? The notoriously vague and shadowy term 'defence' is illuminated from different angles, culminating in the newly introduced model of 'strategical analysis'. The historical perspective comprises examples varying from China's Great Wall to the Israeli-Arab Six Days War and NATO's history with a specific focus on its understanding of defence from its foundation, through all three ages of its existence and into today's still and again changing world. More insights are drawn from the application of the prevalent judicial, political and military strategic approaches and terms. From this kaleidoscopic view, the author draws practical conclusions and formulates clear and pointed recommendations for the persistent and particularly in NATO very current discussion about how the understanding of defence should - or should not - evolve.

Abstract

This book describes the evolution of French defence policy since the end of the Cold War. For the past thirty years there have been significant changes to French defence policy as a result of several contextual evolutions. Changes include shifts in the global balance of power, new understandings of the notion of international security, economic downturns, and developments in European integration. Yet despite these changes, the purpose of France's grand strategy and its main principles have remained remarkably stable over time. This book identifies the incentives, representations and objectives of French defence policy. The authors examine the general mechanisms that influence policy change and military transformation in democracies, the importance of status-seeking in international relations, the processes of strategy-making by a middle power, and the dilemmas and challenges of security cooperation. By doing so the book raises a number of questions related to the ways states adjust (or not) their security policies in a transformed international system.

Abstract

In 2020, the way we define “insecurity” has drastically changed. Insecurity can now also be invisible and all around us, in the shape of a virus that disrupts people’s lives, upends the economy, subverts the core functions of national governments and jeopardises the foundations of international cooperation. At the same time, the SARS-CoV-2 pandemic has not made traditional security challenges disappear, especially in and around Asia. This Report presents short- and long-term scenarios for each of the hotspots that challenge peace and stability in Asia, a region that, after the pandemic, has become even more crucial for a swift global recovery.

Abstract

A clearly articulated, well-defined, and relatively stable grand strategy is supposed to allow the ship of state to steer a steady course through the roiling seas of global politics. However, the obstacles to formulating and implementing grand strategy are, by all accounts, imposing. This handbook addresses the conceptual and historical foundations, production, evolution, and future of grand strategy from a wide range of standpoints.

Abstract

From the establishment of NATO in 1949, Western Europe has been under Anglo-American tutelage in military and security matters. Several countries, most notably France and (since reunification) Germany, have experienced this as a hindrance to the pursuit of their particular interests. Since 2008, the European Commission has actively joined the quest for 'strategic autonomy' within NATO. The elections of Donald Trump and Emmanuel Macron in 2016-17 further widened the Atlantic rift, while the COVID-19 crisis with its colossal economic costs has, in turn, exacerbated the already worsening geopolitical tensions with sates like Russia and China. With chapters on the politics and economics of European defence, on France, Germany, and Russia, the EU's energy provision, the militarization of migration control, and the restructuring of the transatlantic bond, this volume offers an up-to-date, critical assessment of the militarization of European integration, written by established scholars in the fields of international relations and security studies.
